Trust Board

The Isle of Wight NHS Trust Board consists of Non-Executive and Executive Directors listed below. It is responsible for oversight of all the ambulance, community, corporate, hospital, learning disability and mental health services the Trust provides encompassing:

  • Quality and patient safety
  • Performance against budgets and national/local targets
  • Planning and strategy for services
  • Workforce and organisational development

 Vaughan Thomas, Chair

Vaughan has been a frequent visitor to the Island since 1986 and has a home here. Vaughan is a Chartered Accountant with experience as a professional advisor, chief executive, and entrepreneur.  He has had various roles as managing partner, director, non-executive director and trustee.  Vaughan brings a range of valuable skills and experience to the role of Chairman at Isle of Wight NHS Trust.   He was previously a Senior Partner at PriceWaterhouseCoopers, European Chief Executive at CB Richard Ellis and International Chief Executive of a Nasdaq listed software consulting business. Vaughan was originally appointed as a Non-Executive Director with the Trust in September 2016.

 Charles Rogers, Non-Executive Director Vice Chair & Senior Independent Director

 Charles brings 25 years management experience to the local NHS and has particular skills and experience in operational management, strategic planning and change management. Following an early sea-going career in the marine industry, Charles progressed into management with BT (Marine) Ltd and Cable & Wireless, becoming Director of Cable & Wireless Plc’s operations in China.  On returning to the Island he became Chief Executive and Commissioner of Yarmouth Harbour. Charles was a co-opted non-political member of the Island Council’s Scrutiny Committee from 2007 to 2009. Between 2008 and 2012 Charles was a Non-Executive Director of Isle of Wight NHS Primary Care Trust (PCT) working with the Southampton, Hampshire, Isle of Wight and Portsmouth (SHIP) PCT Cluster Board for the last two years until PCTs were abolished on 1st April 2013.

 Anne Stoneham - Non-Executive Director

Anne is a senior lecturer in the Faculty of Business and Law at the University of Portsmouth specialising in company law and corporate governance.  She was previously in private practice as a corporate and commercial litigation solicitor.  Anne has non-executive experience in the voluntary sector on a range of boards over a period of 30 years, and is currently Chair of UK Youth.  With an interest in conflict and dispute resolution Anne is an accredited mediator.

 Caroline Spicer, Non-Executive Director

Caroline is a qualified accountant and was a Partner at PwC and later an Executive Partner/Vice President with IBM. Caroline has worked extensively across both the UK and abroad. She has 30 years of practical business experience; her roles have included running the Eastern Europe consulting practice of PwC, and looking after consulting services for IBM in Southern Europe.  In addition,  she has advised on and managed large transformation projects.   Caroline has Non- Executive experience and is currently Chair and Trustee of the charity ‘Partnership for Children’ and a Trustee of a voluntary service organisation.

 Dr Tim Peachey, Non-Executive Director

Tim qualified as a doctor in 1983 and worked as a consultant anaesthetist.  Tim has held medical management roles at all levels in a number of acute hospital Trusts including as Medical Director of the Royal free Hospital, and Chief Executive of Barnet and Chase Farm Hospitals. Tim has also worked as an Improvement Director helping NHS Trusts and is currently the Deputy Chief Executive of Barts Health NHS Trust in London.

 Dr Charles Godden, Trust Non Executive Director (Non-Voting)

 Charles has had a home on the island since 2011.  Having qualified as a doctor at Charing Cross Hospital Medical School in 1983 he worked in England, Jersey, Western Australia and Papua New Guinea before being appointed as a Consultant Paediatrician in Surrey in 1995.   During his 21 years as a Consultant Charles specialised in Respiratory Paediatrics and led for Neonates for 5 years. Charles gained Management experience as Clinical Director, Director of Medical Education, Chair of the Local Negotiating Committee and as a GMC mentor.   Charles was a Paediatric spokesperson for the British Lung Foundation and the anti-tobacco champion working on the successful campaign to ban smoking in cars with children present.  Charles is also a member of the Rugby Football Union Disciplinary and Safeguarding Panel.  When not walking the dog, Charles spends his other spare time kayaking, sailing, golfing, playing bridge and following cricket.

Sara Weech, Trust Non Executive Director (Non-Voting)

Sara is an experienced public sector executive director having spent 25 years working in complex health and social care systems including East and West Sussex, Hampshire and the Isle of Wight.  Sara has worked for both local authority and NHS organisations and since 2013 has been Trustee and Chair of Earl Mountbatten Hospice.

 Maggie Oldham, Chief Executive

Maggie Oldham, joined the Trust as interim Chief Executive in May 2017 and was appointed to the permanent role in December 2017.  Maggie commenced her career within the NHS as a nurse in 1983 and has a Master’s degree in Healthcare Law and Ethics, a Bachelor’s degree in Nursing and a Post Graduate Certificate of Education.   Maggie is particularly experienced at supporting NHS Trusts that face significant challenges.  She joined the leadership team at Mid Staffordshire Hospital in 2010, after the care failures of 2007-9 came to light and became the Chief Executive of the Trust in 2013 having made significant improvements, and helped develop sustainable services for the Staffordshire area.  Maggie can be found on Twitter @ChiefExecIOWNHS

Darren Cattell, Director of Finance, Estates & IM&T and Deputy Chief Executive Officer

Darren joined the IOW Trust in July 2017 as the Interim Turnaround Chief Financial Officer and is a qualified Accountant with over 20 years’ experience in the NHS.  Darren has a wealth of experience in financially challenged NHS organisations.  Darren’s more recent experience includes financial turnaround work in trusts in breach of licence as well as the development and implementation of Financial Recovery Plans when a Trust faces severe financial difficulties.

 Dr Barbara Stuttle CBE, Director of Nursing, Midwifery, Allied Health Professionals & Community Services

 Barbara has a nursing background spanning over 45 years working in the acute sector, community and primary care services. Barbara has worked in numerous organisations, provider and commissioning  across England, including services which are working in challenging circumstances, to help with improving the quality and care in services.

 Between 2004 and 2008 Barbara was one of two national nursing and midwifery clinical leads working for Connecting for Health.   Her operational role involved reaching out to the whole nursing and midwifery community across England, and to connect it with practical support and resources to ensure the new technologies reflect and support rapidly changing nursing practice.  In 2014 Barbara was asked by NHS Improvement to assist Trusts who were in difficulties and spent time as Director of Nursing at Colchester Hospital University NHS Foundation Trust.

A past Chair of the Association of Prescribers. Barbara was responsible for the introduction of nurse prescribing across the NHS.  Barbara was awarded the CBE in October 2004 for her services to the NHS.   Barbara can be found on Twitter @StuttleBarbara

 Mr Alistair Flowerdew, Medical Director

 Alistair was previously a consultant General Surgeon followed by extensive experience as Medical Director in Salisbury, Scotland  and the Royal Berkshire NHS Foundation Trust where he also spent a period as Chief Executive.  He has a particular interest in patient safety clinical effectiveness and professionalism.

Suzanne Rostron, Director of Quality Governance

Suzanne Rostron undertook a series of governance reviews for the Trust in 2017 and became the Director of Quality Governance in February 2018.    Suzanne had a 15-year governance career in the NHS prior to setting up her own company in 2012.  Suzanne leads a multi-disciplinary team which includes Patient Experience, Patient Safety, Risk Management, Corporate and Clinical Governance, Claims and Litigation, Compliance, Health and Safety and Quality Improvement.  Suzanne has a MSc in Population Health.

 Julie Pennycook, Director of Human Resources & Organisational Development (Non-Voting)

 Julie Pennycook is the Director of Human Resources and Organisational Development and was appointed in September 2017. Julie has over 25 years experience as an HR professional working in both private and public healthcare sectors.  She joined the NHS in 2003 and prior to joining the IOW NHS Trust held the position of Director of HR & OD at Solent NHS Trust.  Julie leads a multi-disciplinary team which includes Human Resource Management, Organisational Development, Recruitment & Resourcing, Workforce Information & Systems, Learning & Development, Occupational Health & Wellbeing.

Julie is CIPD qualified and has a Masters in Human Capital Management.

 Lesley Stevens Director of Mental Health (Non-Voting)

 Lesley has been a consultant psychiatrist since 1999 and has over 10 years of experience of senior leadership roles in mental health services. She joined the Trust in June 2017 as the clinical lead for the mental health transformation programme.  Lesley is also the clinical director for the mental health programme of the Hampshire and Isle of Wight sustainability and transformation partnership (STP).
